Minutes of Community Board 11's General Meeting and Public Hearing

The meeting was opened with John Garvey having the honor of leading the Pledge of Allegiance.

Public Portion top

The Chairman inquired if anyone from the public sought recognition. Hearing none, Frank Segreto made a motion to close the public portion of the meeting. Seconded by Man Wai Lau. Unanimously adopted.

Minutes top

John Garvey made a motion to adopt the minutes of the October 14, 2010 meeting, amended showing Mafalda DiMango as present. Seconded by Paul DiSpirito. Unanimously adopted.

Assemblyman Peter Abbate top

The Assemblyman thanked the community for their support in the November election. He further stated that he would be back in Albany on November 29th working on behalf of our community.

Chairman's Report top

Mr. Guarinello introduced and thanked Mr. Michael New, Executive Director of the Sephardic Home for hosting the meeting of Community Board 11.

The Chairman presented certificates of appreciation to the volunteers who participated in It's My Park Day, which was held on October 23rd at Benson Park. This park clean up generated over 25 volunteers from the community who helped clean, paint and plant.

The District Manager thanked the 86th Street Bath Beach Kiwanis for donating paint; the 62nd Precinct Explorers, the Boy Scouts, and the Muslim American Society for participating in the clean up.

Mr. Guarinello advised that Colonel Michel Gould is the new commander of the Fort Hamilton Garrison. The Chairman stated that a welcoming reception was held and he looks forward to working with him.

Health, Social Service And Seniors Committee Report top

Dr. Joseph Caruana, Chairman of the Health, Social Services, and Seniors Committee, reported that the committee toured the new SUNY Downstate Urgent Care Center at Bay Ridge. Renovations of the old Victory Memorial emergency room have been completed and transformed the site into a state of the art, urgent care center.

In addition, the facility has opened an ambulatory surgical center, which is operated by SUNY Downstate.

District Manager's Report top

Marnee Elias-Pavia reported that she held a meeting with Transit, the Department of Sanitation and the contractor regarding cleanliness conditions on 86th Street within the boundaries of the D line rehabilitation project. She stated that garbage has been collecting within the columns that are opened and awaiting repairs.

The contractor has agreed to implement a cleaning schedule and Sanitation will provide additional attention to the area.

The District Manager reported that the 2010 Holiday Construction Embargo is in effect on Friday, November 19th from 6AM to 11:59 PM, and again from 6AM Monday, November 22, 2010 through 11:59PM Saturday, January 2, 2011. There will be strict enforcement of this embargo and violators are subject to be summonsed.

Marnee Elias-Pavia announced that the Department of Environmental Protection and the Health Department have launched a Run Your Tap Water public service campaign to educate city residents about simple precautions that can reduce potential exposure to lead from internal plumbing systems.

While New York City's drinking water in reservoirs and throughout the distribution system are virtually lead-free and of the highest qualty, the campaign is in response to elevated lead levels found in tap water of some older homes that are known to have lead in their household plumbing. There are some simple procedures that can be taken to reduce the potential exposure to lead in water. Printed brochures are available for those interested.

Charles Glover, of the Mayor's Community Affairs Unit, advised that if anyone had concerns regarding their drinking water they should contact 311 for a simple testing kit.

Sylvia Maroia, representing Councilman Domenic M Recchia Jr., advised that she is available to discuss any issues that the public may have.

A motion was made by Paul DiSpirito to adjourn. Seconded by John Garvey. Unanimously adopted.
